York Road's residents living within this idyllic setting, have problems in understanding why existing local, regional and governmental guidelines are ignored. The Conservation Area Appraisal quotes Policy EN5(6) as important for its Policy Background: The proposal would not result in the loss of trees, shrubs, hedges or other features important to the character of that part of the Conservation Area in which the proposal would be situated. In a letter to a resident Mr. John Haynes, Director of Operational Services of TWBC, confirms that the Borough Council recently adopted the Kent Design Guide as a material consideration: 10.2. New development should respond to site characteristics . . . . . and minimising any impacts.

In PPG3(52) the Government attaches particular importance to the 'greening' of residential environments: . . . . . Landscaping should be an integral part of new development and opportunities should be taken for the retention of existing trees and shrubs . . . . . One has to ask why the trees of Mount Pleasant Road are praised as prime example.
