On Monday morning, 9 August 2004, Cala Homes started breaking out soil at the entrance from York Road to their car-park. The diggers pulled out the electricity cable while working with heavy equipment and loading trucks stationed in the street.
Movements of heavy trucks are not allowed or agreed (according to Tunbridge Wells Borough Council) as this kind of traffic opposes the accepted Scheme of Works. Nevertheless, as the compliance officer of TWBC has not reacted to previous complaints, an abuse had to happen again.
There was a power cut for 5 1/2 hours in York Road. The outside temperature reached above 32 deg Celsius. Many fridges could not hold the temperature to preserve perishable food.
The Telephone House Neighbours Association wrote to Malcolm Baker, the Construction Manager of Cala Homes and to David Griffiths, the Site Manager. THNA had been told that every complaint would be looked into (this was CALA Homes' promise to our MP Archie Norman).
At the end of the week, Friday 13 August, we have had no answer !
Completely ignoring an agreed Scheme of Works, CALA started working on the site on Sunday 22 August 2004, from 8:30 a.m.
Is the TWBC compliance officer on holiday ?
