17.09.2001 - The Association's formal objection to Policy H6(a) Local Plan Review - Deposit Copy
The Policy as drafted, completely ignores the known views of the MP for Tunbridge Wells Archie Norman, of elected Councillors and all objections raised by a substantial number of residents and council tax payers.

TWBC's response to the objections of the 1st Deposit Copy:
"Sites with planning permission are not normally included within allocation policies in Local Plans. This site should should be deleted from Policy H6 and included within the relevant section (total dwellings subject to outstanding planning consent) of Table 2 in the Plan." - page 120
THNA object to: "the transfer of the quota for this site to Table 2 in the Plan".
THNA : 43 flats including 8 social housing to be built on Telephone House site, Tunbridge Wells, during the next 5 years (length of period of planning permission) are in advance integrated in Table 2 which sets out how the approved Kent Structure Plan housing requirement for 2001-2011 will be met !

TWBC's summary of represenations for Policy H6(a) in the 1st Deposit Copy:
"Planning permission has been granted on this site and it should be deleted from Policy H6."
THNA object to: "Site has achieved a planning permission."
REFER to: Para 6.57 of the Local Plan: Land Allocated for Housing on Previously Developed Sites:
"Given the large number of small, unidentified sites likely to come forward for development during the Plan period, the Local Planning Authority sought to identify only sites of 0.4 hectares or greater as housing allocations in the Local Plan Reqview. . . ."
THNA : The ground for Policy H6(a) to be deleted is that the size of the site falls below 0.4 hectares. Telephone House site is 0.307 hectares. - Therefore NO policy ought to have been allocated to this site in the first place !

Bizarrely, Policy H6(a) allocated for Telephone House was identical to the two refused planning applications for the Telephone House development.
[1st: refused at delegated officers' level - 2nd: refused by the Councillors of the Western Area Planning Committee].
Policy H6(a) is the most controversial document, produced by the Tunbridge Wells Borough Council, leading to the Telephone House Debacle.

CALA Group acquired the controversial planning permission for the high density development of Telephone House site, Church Road / York Road, Tunbridge Wells, Kent TN1.
