Telephone House Development - Environmental Issues

For several weeks in February 2002 York Road residents witnessed work going on in the Telephone House building.

The Environmental Department of TWBC was approached in writing on several occasions.
We received no answer as to what was the nature of the material which was removed. The secrecy around this sheds a doubt that it might have been hazardous material if not asbestos.

We need your advice on two points:

1. Would you support a full enquiry (if necessary the involvement of the police) to set our minds at ease or find whoever was responsible for this action? Is removing hazardous material without license a criminal act?

2. As these works certainly were against condition 15 of the Inspector’s Appeal Decision; who is responsible for the monitoring of such conditions and to what degree would the breach of such a condition be liable. Would it be open to prosecution?
